The European Commission has published its plans for reform of the EU VAT system, intended to improve and modernise the system to combat fraud and make the VAT system easier for companies doing business in the EU. This is the first of two proposals, with the second proposal on details expected in spring 2018. The proposed regime means an overhaul of the intra-Community VAT regime introduced in 1993.
